The Manage Extensions page just says if the JoomSEF extension is free to be downloaded or needs to be purchased from our e-shop.

To exclude some component from SEF, open the Manage Extensions page, click the component you want to exclude (parameters will be shown), and on the Common tab set Handling to Don't SEF.
