Yes. What version of JoomSEF do you have? If it is older than 2.2.4, please upgrade.
This has been a problem with caching in versions prior to 2.2.3.
In case you have the latest version, then you will need to disable JoomSEF cache, as probably your OS does not support file locking that JoomSEF uses.
It does not anything to do with VM extension.
To fix this immidiatelly, just clean JoomSEF cache, but unless you have the latest version (or if it is the OS issues), it may appear again. In such case, the caching needs to stay off.
