In the documentation about Joomsef is a sextion about configuring ISS and related stuf. Maybe a stupid question, but where can i find ISS? or is that not on every server? I couldn't find it on my server, so if it's optional, can i skip that section?

you are most probably refering to IIS, which stands for Internet Information Services and that is a default web server on Microsoft Windows Server.
The other supported server is Apache, which moreless "default" on Linux servers. Apache can be of course also run on Windows and it can so "replace" IIS.

So, in case your server runs Apache, just skip the section about IIS.
