Hi,

Check your screenshot, the option is incorrect. Make sure that you set the "Set page base href value" option to "Yes - always use only base URL".

Hello,

You can translate component data as object description or object properties with special extensions.

You can use JoomFISH or FaLang.

Hi,

No, you can't translate JoomSEF's admin panel with FaLang. JoomSEF doesn't come with German translation.
You would need to create a new translation language file in /administrator/language/de-DE for JoomSEF.
