If we want to build JoomSef in with client sites, can we purchase a license on their behalf and manage it for them? Do we need to create another user account on here to do this or can it all be managed from one user account?

Hello,

you can manage this from within I account - we identify the installation by the Site URL entered on purchase.
If you host all at 1 server that you have under control, you could also consider buying a server license. (depends on how many clients you have)
