I am running Joomla 3 and today experienced this error whenever I try to change configuration settings for JoomSEF

I am able to manage changing URL redirection

There seems to be a bug when JoomSEF tries to create an article for custom 404 page if it doesn't exist. We will fix this in next version.
In the meantime, open articles manager in Joomla and create an article named "404" in any category. Then you should be able to save JoomSEF's Configuration again, because the article will already exist and JoomSEF won't try to create it.
