When configuring the keywords per SEF URL, I've realized that the line limits the length of the keyword string. Can the length be modified somehow? Other websites have really long keyword strings (in comparison) so I'm not sure why it wouldn't work for me.

The limit of all the meta tags is 255 characters because of the JoomSEF's database table structure and because there's really no point in having more. You can read anywhere on the internet that the keywords meta tag is not really used by most of the search engines and even description is usually about 160 characters long, so I don't think that having more characters would make any difference in your page ranking.
