I have downloaded latest version and also downloaded using my download ID but I keep getting
It was not possible to check your registration information. The upgrade server may be temporarily down. Please, try again later.

please help

Hello,

Please make sure that you have your Download ID set correctly in JoomSEF's Configuration on the Registration tab.

I've checked your order and there shouldn't be any problem.
When exactly is the error message displayed? And also please make sure that you are using JoomSEF on correct domain that you've registered during the purchase.

it is when I go to the control panel and look at upgrade. Could it be because the www part of my domain was not on the order (I just checked invoice and the "www." section is not on the original invoice).

That could be possible. Try opening your website's administrator area without using the www to see if that helps. If you are using some kind of redirection of non-www to www domain, please disable it for the test.
