With Core SEF it works with parameters:
Search Engine Friendly URLs = Yes
Use Apache mod_rewrite = No (but module is loaded in httpd.conf)
Add suffix to URLs = Yes

Set Use mod_rewrite to Yes to see if .htaccess file is set correctly. JoomSEF cannot work without mod_rewrite and .htaccess file.

With JoomSEF enabled and configured:
SEF URLs=Yes
mod_rewrite = Yes
Add suff=No

No, disable JoomSEF. You need to get the standard Joomla's core SEO working with .htaccess first in order to JoomSEF work correctly. We cannot offer you a free help if we are not sure that this problem is JoomSEF related. I still think that the %3F is browser related - with .htaccess working, there shouldn't be the browser's 404 page at all, but the JoomSEF's one.

David, I'm terribly sorry.

Core SEF works with

Search Engine Friendly URLs = Yes
Use Apache mod_rewrite = Yes
Add suffix to URLs = Yes

and the %3f problem appears too here :-(

as i said above - it seems to me it's couldn't be browser problem because i use both Firefox and IE.

probably this is my httpd.conf and apache encode problem.
