Yes, you can certainly have IDs in URLs off.

By default there should be no IDs shown in URLs. So if you have not changed settings, then I would guess the JoomSEF is not activated. This would also explain, why you do not see any URLs generated in URL Manager.

So, first of all check, if you have the SEO Settings in Joomla Configuration / Site / SEO Settings set to YES.

You need to have first 2 settins in Joomla Configuration / Site / SEO Settings set to YES + JoomSEF enabled in JoomSEF Configuration. Also make sure .htaccess file is present in your site root.
