how can I achieve that the sef url of articles would look like this:

/category/ID/article title

currently its looking like this:

/category/article title-ID

I am afraid JoomSEF does not support such format at the moment.
Do you have any special reason why you would like URL to look like that?

well suppose a user would submit an item (article, image gallery, blog entry, file repository) that is part of a series, 'item-title-part-1' though to 'item-title-part-x'

with the current format it would not be too clear what the ID is:
category/item-title-part-1-23

thus I'd rather see the ID being obviously separated from the item title
category/23/item-title-part-2

especially if you allow for a user to linking to another item by entering the ID with the html generating the link it would be more obvious to them what the ID is

Well,
the main reason of existence of JoomSEF is to hide from humans and bot that there are some IDs. So JoomSEF in general primarily hides them.
If you want to see them from some reason, then you can keep Joomla core SEF.
We will consider adding such configuration option to JoomSEF, so you can still use its other functionality, but as I said, it is not the main point.
