After I changed the folder of joomla site none of the link is working. I even reinstalled it. Is there any way I could change the base URL.
If I put the site back in previous folder it would work.
In new folder(i.e. public_html) it does change all the links to SEF links but it displays error ( not the 404 error what we setup but the default web browsers error)

it depends, what change was made.
Mainly check if the RewriteBase value in the .htaccess file is correct.

I changed nothing. I just copied the content of the folder and pasted in public_html RewriteBase value is "/"
and before if used to update 600+ url but now it is just updating 88 yet none of them work.....do I need to reinstall joomla.....all other functions are working fine....
