"character conversion map correctly in JoomSEF Configuration / Non-ASCII character replacements for all characters your language is using.

The format you need to use is oldChar1|newChar1,oldChar2|newChar2,... .

Hi,

The oldChar is the original Hebrew character and the newChar is its ASCII equivalent you want to be used in the URLs. As in the example (α|a,β|b,γ|c) the α will be converted to a, β to b, γ to c etc.

Yes, first enable the "Allow UTF-8 characters in URL" option in JoomSEF's configuration on Advanced tab. However even then the Non-ASCII char replacement still takes effect, so go through the conversion map and make sure to delete all the hebrew characters conversions, so they don't get replaced by ASCII character.
