I need to rewrite an URL with two new variables that I've added. I want to get from this:

www.mysite.com/index.php?option=com_virt...0004&distrib=yes

to this:

www.mysite.com/RO-000004/yes

where RO-000004 is that $refferal var and yes is the $distrib var

How can accomplish this?

if you need to replace this one link only, you can do it manually in JoomSEF URL Manager, by either finding the existing link if it already exists and adjusting its SEO appearance or entering it as a new one if it is not yet stored in the database.

If you would need this to be rewritter always this way, then an adjustment of the VirtueMart extension for JoomSEF would be needed. In such case, we could help you within our paid support service.

My problem is that the link is not generated by virtuemart module, but by another one that dosen't have joomsef support. It's called jafilia and it uses virtuemart form to register people but the redirect to the registration form is made from jafilia. And I can rewrite those using URL Manager but o don't know how to pass variables. What syntax should i use?

In URL Manager, you would have to create the SEF URLs one by one which is probably not a solution.
In other case, this would really need to have the extension for VM adjusted in a way that would support these variables.

I am willing to buy that extension if I can be sure that this can be done this way. I will also need some support. Can I obtain that if I'll pay for the vm extension?
