I found a bug in Joomsef with respect to format/tmpl = raw links.

If I try and enter tmpl=raw onto any sef url that doesnt have its own direct menu item, it results in the incorrect non-sef url being retrieved from the system and the wrong page being shown (or no page at all).

The issue comes from the _isEnabled() method in the joomsef plugin that has a check to see if format/tmpl = raw and returns false if it does. This means that the URL parsers do not get added to JRouter and as such when JRouter tries to parse the sef url it cant find the correct sef url as the joomsef parser isnt being invoked.

Removing the format/tmpl = raw parts from that method fixes the issue.

Such URLs are usually used for AJAX calls and when converted to SEF they tend to cause problems with the scripts, because many scripts are not prepared for SEF, so JoomSEF shouldn't make them SEF in the first place.
