Control setting of timezone offset in Joomla global configuration. It can provide problem.

The timezone in the configuration.php in Joomla is set to Chicago, the same thing in the server configuration in the global configuration.

I still do not have answer for this issue. Anybody at ARTIO got any idea why it would do this?
