When Joomla SEF is on; Virtuemart with JoomSEF does not work. When Jooomla SEF is turned off everything is fine, except for the SEF URLS. Is there a way to enable JoomSEF SEF urls with Joomla SEF turned off?

No, when running JoomSEF, Joomla SEF must be on.
Do you have the JoomSEF VirtueMart extension installed at all?

The problem was fixed by changing: Installed Extensions -> VirtueMart -(Active Handler) = Default Joomla Router (It was JooMSef Extension)
