there may be several possible sources of this problem.
First of all, make sure there are no other redirects active outside Joomla. (in .htaccess file or at server config level).
Ok, there is not redirections outside Joomla and this is the .htaccess file that was created following the steps on the installation tutorial (first changin htaccess.txt to .htaccess and then installing the component):

E.g. a common problem may be automatic redirection of
mysite.com ->
www.mysite.com
and then having Joomla configured to use mysite.com only;
then a cyclic redirection may occur.
This also is not happening, joomSEF is not configured to handle
and
and there is not 301 redirections.
This may of course occur also in other cases where custom redirection is setuped.
There can be also 2 redirections in JoomSEF that are pointing each to another.
I don't know how this can happen...
So first of all, you should monitor, how and why the redirection occurs and then identify where it comes from.
It looks like nothing is creating this problem, but of course something is creating it because is happening...
??
