I got the following errors with permissions set to 644/775 running under suPHP, I had to change below to 777 to upgrade:

Directory not writeable: /var/www/vhosts/mydomain.com/httpdocs/administrator/components/com_sef/views/htaccess
Directory not writeable: /var/www/vhosts/mydomain.com/httpdocs/administrator/components/com_sef/views/htaccess
Directory not writeable: /var/www/vhosts/mydomain.com/httpdocs/administrator/components/com_sef/views/extensions
Directory not writeable: /var/www/vhosts/mydomain.com/httpdocs/administrator/components/com_sef/views/extensions
Directory not writeable: /var/www/vhosts/mydomain.com/httpdocs/administrator/components/com_sef/views/extensions/tmpl
Directory not writeable: /var/www/vhosts/mydomain.com/httpdocs/administrator/components/com_sef/views/extensions/tmpl

Hello,
maybe the ownership of the parent directory was not set correctly.
In any case, write permission problems are the system setting issue, not JoomSEF. It does not alter any file permissions. It simply need to be able to write into its own directories in components, administrator/components and plugins/system as an user under which web server process is running.
