I am buying JoomSEF 3.5.1 and in final checkout it's adding Tax Total: € 3.99 . Please advise why it's adding the tax.

according to our local tax laws, the VAT is added to all shoppers, that are not a registered EU business with EU VAT ID.

Shoppers from U.S. and other countries can claim the tax back from government, but I am afraid that process is a bit more complicated, so it is not work those 4 EUR. Moreover, there is a minumum value of the purchase to be able to claim VAT refund (it is equivalent of about 100 EUR)
