What I am trying to do is redirect a URL that looks like:

main/content/view/[ITEMID]

to the article in reference to Item ID.. is this possible with your software?

not really, JoomSEF attempts to create URLs like
my-article-title
or
my-article-alias

For what you want, you do not really need JoomSEF, just update standard content router.
JoomSEF could be adjusted to generate URLs as you need, but I do not really see point of that.
