My company has recently upgraded our shop to ViruteMart 2. We installed JoomSEF 4 and it seemed to be working. We started receiving issues from end users that they could not complete creating accounts due to the State drop down, which is required, being blank. The states were populated on the back end and could be set on the back end but not on the front end. Once we disabled JoomSEF 4, the state drop down populated normally and customers where able to create accounts again. We worked with a VirtueMart developer and he was unable to find out why this was happening but was able to provide this error that appears in the json code:

Any help or suggestions would be apperciated, we would like to enable JoomSEF again soon.
