Can I use ARTIO VM SMS in Viet Nam ?

I have installed ARTIO VM SMS on my website, I have credit to use SMS Service.

When I sent SMS to test, I didn't receive anything, but my credit was subtracted.
I'm in VietNam, and I send SMS to mobile number in VietNam.

Please help me.

I have bought SMS Credit with 0.99 Euro. I did it twice, and I had two invoices.
But I coud not active SMS Service as your introdutions.
